No it's not, but it's also a rule on how it is used. Wasn't any difference in the Big12, it was only enforced when directed at players (as it should be). Troy is 9-2 in their conference, near the top. YSU is 17-7/9-4 Marshall is a somewhat respectable 7-4 in the Sunbelt APSU and Davidson are not having a good run of it. Those should have been wins.
